Special principal allowances paid sans formal appointments, to be recovered
Secretary to the Ministry of Education, Higher Education and Vocational Education – Nalaka Kaluwewe, has reportedly instructed provincial education authorities in writing to recover special allowances paid to officers who had not been formally appointed as permanent principals.
According to the letter, reports have been received that the special allowance payable to permanent principals had been paid to officers who were not in a Principal Service grade and who had not been formally appointed by the relevant appointing authority.
The Secretary stated that there is no provision to pay the special allowance to such officers.
The letter further states that the allowance is not payable to:
- Officers of the Teachers’ Service who are performing the duties of permanent school principals.
- Officers holding supernumerary appointments who have not been absorbed into permanent positions in the Principal Service but are serving as permanent principals.
- Officers in the Principal Service who have neither been formally appointed to a permanent principal position nor appointed by the relevant authority to perform the duties of a principal.
The Secretary has also instructed provincial authorities to recover the payments from such officers before their retirement.
However, acting principals have reportedly stated that they neither requested nor obtained the allowance themselves, but that it was paid by the Government in connection with the positions they held.
They have requested that the recovery of the funds be halted and that relief be granted to them.
