Caterer fined for selling overpriced water on KKS – Colombo train

The Consumer Affairs Authority (CAA) has sought legal redress against a caterer onboard the Kankesanthurai – Colombo train that had sold overpriced water bottles.

Legal action was instituted before the Anuradhapura Magistrate’s Court against Jayabima Catering – Railway Catering Service, Colombo Fort for violating Direction No. 96 issued under the Consumer Affairs Authority Act by selling locally bottled drinking water above the Government-prescribed Maximum Retail Price (MRP) inside the canteen of a train operating from Kankesanthurai to Colombo.

During a special raid conducted by CAA officers in the Anuradhapura area on July 09, 2026, the train canteen was found selling a 1000 ml bottle of drinking water for Rs 150 despite the prescribed MRP being Rs. 120. 

When the case was taken up before the Anuradhapura Magistrate’s Court, the defendent was fined Rs. 500,000.

The CAA says they have also formally informed the Sri Lanka Railways Department regarding the sale of goods at excessive prices inside railway canteens.

The CAA has also previously taken legal action against this establishment for similar consumer law violations. The establishment has been strictly warned to conduct its future business operations in full compliance with the Consumer Affairs Authority Act and applicable regulations and to refrain from committing similar offenses.

The establishment will continue to be closely monitored. If any further violation is detected, strict legal action will be taken under the Consumer Affairs Authority Act, the CAA says. 

The CAA also urges consumers to report traders selling goods above the prescribed Maximum Retail Price aboard trains or at any other location through the CAA’s 1977 hotline during office hours.
