New draft constitution of SLC, handed to Sports Minister

The Sri Lanka Cricket (SLC) Transformation Committee says that they have submitted a draft of a new constitution for SLC to the Minister of Sports.

The reforms aim at improving governance, transparency and accountability within the sport.

Chairman of the committee- Eran Wickremeratne said that the will be reviewed by the Attorney General and the Legal Draftsman’s Department before being translated, submitted for Cabinet approval and gazetted.

Afterwards, the Bill will be presented to Parliament for its first reading. A two-week period will then be available for any citizen to challenge the legislation before the Supreme Court.The court is expected to deliver its determination within 48 – 72 hours, after which dates will be fixed for the second and third readings in Parliament. Once approved by Parliament, the new constitution will become law.

Committee member Sidath Wettimuny said the proposed constitution would reduce the number of clubs with voting rights at Sri Lanka Cricket elections to 39 and introduce a revised system for granting votes to member associations.
Meanwhile, it is also proposed to reduce the number of members on the SLC board from 20 to 14, which will consist of 07 elected members and 07 independently appointed members.

Under this system, the elected 07 directors will be elected through a revised voting structure directly linked to cricket participation and performance.

Meanwhile, the 07 appointed directors will be selected through an independent nominations process involving representatives of recognised professional bodies and one government representative. These bodies include the Bar Association of Sri Lanka, the Institute of Chartered Accountants of Sri Lanka and the Ceylon Chamber of Commerce.The Chairman of Sri Lanka Cricket will be selected from among the appointed directors, rather than the elected members.
