Treasury’s Email System Outdated; Data Also Compromised.

It was revealed before the Parliamentary Committee on Public Finance that the Treasury’s email system had become obsolete in 2019, and that the data breach originated from an outdated email server.

The information was disclosed to the Committee by officials from the Sri Lanka Computer Emergency Readiness Team (SLCERT).

The officials also stated that email communications within the Treasury had been transmitted in an insecure environment.

These disclosures were made in response to questions raised by the Chairman of the Parliamentary Committee on Public Finance, Dr Harsha de Silva, during the inquiry into the incident in which a US$2.5 million payment made by the Treasury as an instalment on a foreign debt was diverted to another party.

It was further revealed that the Treasury’s email server had been procured in 2016 and had become obsolete by 2019.

Officials also stated that the same server continued to be used until 2026 without being upgraded.
