The Court of Appeal (CoA) has ordered today (July 30) that the writ petition seeking to prevent the use of rice and sugar as the primary raw materials in beer production be taken up again on Oct. 02.

The petition seeks an order directing the respondents, including the Commissioner General of Excise, not to approve the use of rice and sugar as the main ingredients in beer manufacturing.

The matter was taken up before Justices R. Gurusinghe and A. Prem Shankar. President’s Counsels K. Kanageeswaran, Sumathi Dharmawardena and Ali Sabry, appearing for several liquor manufacturing companies, sought additional time to file objections, which the court granted.

The petition was filed by a group of licensed liquor vendors, naming the Commissioner General of Excise and other Excise officials, the Sri Lanka Standards Institution, the Attorney General and the Inspector General of Police as respondents.

The Ministry of Health has launched a programme to deploy 02 trained first aiders to every Grama Niladhari (GN) division across Sri Lanka.

The initiative aims to ensure that accident victims receive proper first aid before being admitted to hospital and are transported safely without causing further injury.

Under the programme, each GN division will have at least 02 trained young first aiders to provide emergency assistance.

The inaugural ceremony and the commencement of training for the first batch were held this morning (July 30) at the National Youth Services Council (NYSC) premises in Maharagama.

During the initial phase, 28,000 young men and women from across the country will receive training at centres located island-wide.

The programme is being jointly implemented by the Directorate of Non-Communicable Diseases of the Ministry of Health and the National Youth Services Council under the Ministry of Youth Affairs and Sports.

The Supreme Court today (July 30) ordered that the Fundamental Rights petition filed by former State Minister Sivanesathurai Chandrakanthan, alias ‘Pillayan,’ challenging his arrest and detention, be taken up for hearing.

Accordingly, the petition has been fixed for hearing on Jan. 19, 2027.

The Department of Fisheries and Aquatic Resources has announced that fishing activities in the sea areas from Kankesanthurai via Mannar to Kalpitiya and from Hambantota to Pottuvil have been suspended until further notice.

Director General of the Department – Susantha Kahawatta, said the decision was taken following a warning issued by the Department of Meteorology that the sea areas off the coasts extending from Kankesanthurai to Kalpitiya via Mannar and from Hambantota to Pottuvil will be very rough at times, with strong gusty winds of 60-70 kmph, until 9.00 a.m. tomorrow (July 31).

He also urged fishing and naval communities already at sea to return safely to shore.

Kahawatta further advised fishing communities to remain vigilant and closely monitor future weather forecasts and advisories issued by the Department of Meteorology.

The Agricultural and Agrarian Insurance Board, under the Ministry of Agriculture, Livestock, Land and Irrigation, has taken steps to introduce a new insurance scheme aimed at reviving Sri Lanka’s swine industry, which has been severely affected by the African Swine Fever (ASF) epidemic.

The scheme was introduced following a decision by the Presidential Task Force to safeguard the livelihoods of pig farmers and minimise losses during disease outbreaks.

As part of the initiative, August 2026 has been designated as “Swine Insurance Month,” during which special programmes will be conducted to promote insurance coverage for breeding pigs.

The scheme covers breeding animals maintained at commercial swine farms registered with the Department of Animal Production and Health.

It provides compensation for deaths caused by ASF, accidents and other diseases affecting pigs.
