Homagama fire : Factory lacked valid EPL at time of fire
Chairman of the Central Environmental Authority (CEA) – Prof. Tilak Hewawasam, says chemicals were not stored in a proper manner at the Nimato (Pvt) Ltd helmet manufacturing factory in the Katuwana Industrial Estate, Homagama, where a devastating fire recently claimed 05 lives.
He also revealed that the factory’s Environmental Protection Licence (EPL) had expired in November 2024.
According to Prof. Hewawasam, CEA officials had previously instructed the factory management to rectify several shortcomings, including the improper storage of chemicals and the failure to dispose of waste in accordance with environmental regulations.
Although the company had applied for an EPL for 2026, the licence was not issued as the factory had failed to comply with the required conditions, he added.
Nimato, which initially introduced helmets to the local market under the Hawk brand, later became one of Sri Lanka’s leading helmet manufacturers under the SSG brand.
A fire at the company’s helmet manufacturing facility in the Katuwana Industrial Estate on July 21 claimed the lives of 05 young workers.
The factory was established in 1996 by S. Gamage with just one employee.
